NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Joe Chlebeck <br />FROM: Brad Nielsen <br />DATE: 16 February 1982 <br />RE: Agricultural Preserves in Little Canada <br />FILE NO: 758.11 <br />Based upon a very preliminary review of the information which you have <br />provided us, the following comments are offered regarding the reques.t by <br />Mr. John Mitchell Jr. for the City to consider his property for designation <br />as an agricultural preserve. <br />CITY REQUIREMENTS <br />Before an application can be made by a landowner, the City must have <br />planned and zoned land for agricultural use. <br />Comprehensive Plan. As it currently exists, Little Canada has not planned <br />any land for long term agricultural use. Although it recognizes existing <br />agricultural use, the Plan assumes that all such land will ultimately be <br />developed, for the most part, for residential purposes (the future of certain <br />areas currently used for agricultural purposes has not yet been decided <br />between residential and industrial). <br />Consequently, the Comprehensive Plan would have to be amended to include <br />areas proposed for long term agricultural use. An amendment of this nature <br />would have to take into consideration the following: <br />how much land currently exists within the City which qualifies <br />for agricultural preservation <br />the extent of existing and proposed utility services and potential <br />impact on future extensions <br />- impact of agricultural preserves on the City's tax base <br />- impact on future development of land adjoining or near <br />agricultural preserves <br />Given recent financial concerns of the City, the question arises as to who <br />pays for the necessary study and preparation of the Comprehensive Plan <br />amendment. Should a single landowner be required to bear the burden for <br />something which would potentially benefit others?
