Little Canada City Council <br />Little Canada Planning Commission <br />January 18, 1982 <br />DEVELOPMENT FRAMEWORK <br />METROPOLITAN COUNCIL RECOMMENDATION <br />Page Ten <br />The plan should address the planning requirements of Minnesota Statutes Section 473.811, <br />Subd. 5, which calls for a municipal ordinance governing the collection and disposal <br />of solid waste within the city. Appropriate city ordinance provisions should be described <br />or reference should be made to an applicable county ordinance which is or will be <br />adopted by the city. <br />RESPONSE <br />Page 90 - Add the following Section: <br />SOLID WASTE <br />The Cif" of Little Canada has adopted Ordinance No. 101 that establishes license <br />requirements of refuse collectors. This ordinance requires any person or company <br />intending to conduct a refuse collection business in Little Canada to be licensed by <br />the City. The licensing procedure requires the applicant to describe the vehicles <br />and equipment used in said business, the location of refuse dumps to be used for the <br />disposal of collected refuse, and a general disposal plan in conformity with Minnesota <br />Pollution Control Agency Regulations. All applications are investigated by the City <br />Health Official to determine if the applicant is a responsible individual or company, <br />arxi whether the applicant possesses the necessary equipment to provide adequate <br />service to the community. Upon approval by the City Health Official, the City <br />Clerk can issue an operation license for one (1) year. <br />Prior to issuance of a license, the applicant must provide a continuing performance bond <br />in the amount of three thousand dollars ($3,000.00) for the benefit of its customers <br />and of the City. The applicant must also provide a certificate of public liability <br />insurance in a minimum amount of three hundred thousand dollars (5300,000.00) for <br />injury in a single occurrence and for five hundred thousand dollars (5500,000.00) for <br />more than one injury in a single occurrence and one hundred thousand dollars <br />($100,000.00) property damage coverage per occident on each and every vehicle <br />used for refuse collection. <br />79 <br />
