The information presented here is based on <br />discussions with city staff members on October 26, 1983. <br />This letter contains our understanding of your current situation <br />at City of Little Canada, the objective of the assignment, the <br />approach and scope of the work, the project staffing, scheduling, <br />and fees. <br />THE CURRENT ENVIRONMENT <br />The City of Little Canada has used a Philips posting machine for <br />the last few years to support many of its accounting functions. <br />The machine has served the city satisfactorily in the past. <br />However, it has several serious limitations, including: <br />1. It is not as reliable as it once was and parts will be more <br />difficult to obtain in the future. <br />2. IL can be used by only one person at a time. Posting <br />utility billings takes several days each month during which <br />other accounting activities must wait. <br />3.
