TAD1eeS, CPA <br />RE: 1983/1984 CITY TAX LEVY <br />In accordance with our meeting yesterday, enclosed are copies of the following <br />exhibits: <br />EXHIBIT A - Property Tax Levies - 1981/1982 through 1983/1984 Scheduled <br />and Proposed #1 and 42 <br />EXHIBIT B - General Purpose Revenue Base - 1979 through 1984 Proposed #2 <br />EXHIBIT C - Property Tax Levies - 1979 through 1984 Proposed #2 <br />EXHIBIT D - Assessed Valuation; Tax Levies; Mill Rate - 1979 through <br />1984 Proposed #2 <br />EXHIBIT E - Comparison of Tax Levies - 1983 and 1984 Proposed #2 <br />Exhibit A reflects two proposed City tax levies to be certified October, 1983, <br />along with comparative levies for the previous two years. <br />The Proposed #1 tax levy has been computed in accordance with the SPECIAL <br />ASSESSMENT DEBT SERVICE STUDY dated October, 1982 and my presentation thereof to <br />the City Council on March 8, 1983; plus the Special Report relating to the <br />PROPOSED FINANCING OF FIRE DEPARTMENT APPARATUS AND SENIOR CITIZEN PROJECT - <br />LAND ACQUISITION dated February 23, 1983. <br />The conclusion reached (as a result of the Debt Study) indicated that the City <br />could adopt future special assessment tax levies at the scheduled amounts only. <br />(See page 40 of the Debt Study.) This meant that the City would no longer have to <br />levy additional assessment debt levies to meet the financial obligations of this <br />bonded debt. Accordingly, the Proposed #1 tax levy reflects Special Assessment <br />Debt Levies at the scheduled level of $681,262. This amount, however, is above <br />the 1982/1983 level because of the $50,000 scheduled tax levy for the 1983 <br />Bonds. This bond issue was sold in June, 1983.
