Little Canada Road Little Canada, Minn. 55117 Gentlemen: NOV 3 1983 CITY OF LITTLE CANADA 500 West Highway 96 St. Paul, Minnesota 55112 484 -3301 Nov. 2, 1983 RE: Market Place Shopping Center Proposed Pakring Lot Addition We have reviewed the site plan submitted to us for the proposed parking lot addition at the Market Place Shopping Center. We have checked this site plan for compliance with Section 903.050 off- street parking requirements of the Zoning Ordinance. This section of the ordinance prohibits the placement of off - street parking areas such that vehicles backing out must back into a public street. Although this parking area is located off Market Place Drive, a private street, I feel the same hazardous conditions would be present due to the traffic volumes using Market Place Drive. Because of the high risk of accidents occurring here, I do not recommend approval of this location for off - street parking. If this parking area is allowed to be constructed, I feel some measures should be taken to slow down traffic as it passes this parking area. Some alternatives are the use of speed bumps or stop signs placed at both ends just in advance of the beginning of the parking area. The signs must be placed far enough back so as not to restrict the sight lines of vehicles backing out of the parking lot. Market Place Drive should also be signed for "No Parking" on the south side of the street in order to provide as much space as possible for passing vehicles in front of this parking area. It appears that the drainage from this parking area is intended to drain across Market Place Drive and into the parking lot on the south side. This is permissable since Market Place Drive is already sloped from the north side to the south side. However, a drainage plan showing the proposed elevations and grades of the parking area must be submitted for approval. The site plan specifies the parking lot surfacing to be 3" of bituminous paving. This may be a 1 1/2" MnDOT 2331 bituminous base course and a 1 1/2" MnDOT 2341 bituminous wearing course. It also specifies a subgrade of a minimum of 5" of approved granular fill for the parking lot. I would recommend that 6" of Class 5 aggregate base or 6" of Class 5 (100% crushed) aggregate base be used instead as a base for the paving. Sincerely yours, MILNER W. CARLEY & ASSOCIATES, INC.
