We have checked this <br />site plan for compliance with Section 903.050 off- street parking <br />requirements of the Zoning Ordinance. <br />This section of the ordinance prohibits the placement of off - street parking <br />areas such that vehicles backing out must back into a public street. <br />Although this parking area is located off Market Place Drive, a private <br />street, I feel the same hazardous conditions would be present due to the <br />traffic volumes using Market Place Drive. Because of the high risk of <br />accidents occurring here, I do not recommend approval of this location <br />for off - street parking. <br />If this parking area is allowed to be constructed, I feel some measures <br />should be taken to slow down traffic as it passes this parking area. Some <br />alternatives are the use of speed bumps or stop signs placed at both ends <br />just in advance of the beginning of the parking area. The signs must be <br />placed far enough back so as not to restrict the sight lines of vehicles <br />backing out of the parking lot. Market Place Drive should also be signed <br />for "No Parking" on the south side of the street in order to provide as <br />much space as possible for passing vehicles in front of this parking area. <br />It appears that the drainage from this parking area is intended to drain <br />across Market Place Drive and into the parking lot on the south side. This <br />is permissable since Market Place Drive is already sloped from the north <br />side to the south side. However, a drainage plan showing the proposed <br />elevations and grades of the parking area must be submitted for approval. <br />The site plan specifies the parking lot surfacing to be 3" of bituminous <br />paving. This may be a 1 1/2" MnDOT 2331 bituminous base course and a 1 1/2" <br />MnDOT 2341 bituminous wearing course. It also specifies a subgrade of a <br />minimum of 5" of approved granular fill for the parking lot. I would <br />recommend that 6" of Class 5 aggregate base or 6" of Class 5 (100% crushed) <br />aggregate base be used instead as a base for the paving. <br />Sincerely yours, <br />MILNER W.
