NORTHWEST ASSOCIATED CONSULTANTS INC.
PLANNING REPORT
TO:
FROM:
DATE:
RE:
FILE NO:
Little Canada Penning Commission
David Licht
27 October 1983
The Market Place Shopping Center
758.09 - 83.46
V l . I ✓ i i P• ✓"L /
LIITLE
Based upon a claimed misunderstanding that approval had been received,
the Market Place Shopping Center owner proceeded with the expansion and
construction of parking immediately adjacent to the building. As the
required conditional use permit and Engineer's approval for this work
had not been processed and received, work on the project was halted on
21 October.
The City Council reviewed this matter at their meeting on 26 October and
although there were concerns voiced relative to safety, concept approval
was given for the layout and change, provided that:
1. Two parking spaces be removed adjacent to Synder Drug.
2. Signing to slow traffic, subject to the approval of the Planner,
be installed.
3. A conditional use permit, planned unit development be formally
processed.
As the Council's approval carried with it the implication that work could
proceed, little if any additional corrections can be made at this time.
There may, however, be additional safety precautions that can be identified
which make this less than desirable parking arrangement more acceptable.
Given the situation at hand and the directive established by the City
Council, it would appear that a recommendation from the Planning Commission
to approve the project should be made with reservation.
cc: Joseph Chlebeck
Ed Locke
Tom Sweeney
Don Carley
Applicant
4820 minnetonka boulevard, suite 420 minneapolis, mn 55416 612/925-9420
