MINUTES <br />CITY COUNCIL <br />MAY 22, 2013 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). <br />Abstains (1) Boss. Resolution declared adopted. <br />3046 The City Administrator pointed out that the City purchased the house at <br />LABORE 3046 LaBore Road a couple of years ago given its potential to be part of <br />ROAD a redevelopment project in this area. The Administrator indicated that it <br />appears the owner of the key piece of land with redevelopment potential <br />has his land priced too high to make a project work. Based on this <br />situation, the Council has discussed demolishing the house and selling the <br />land at 3046 LaBore Road. He noted the City's desire to put a trail <br />through the back portion of this property and indicated that either a trail <br />easement or dividing off the needed land would accommodate this. <br />The Administrator recommended that 3046 LaBore Road be sold utilizing <br />a sealed bid process. FIe indicated that the City could set up parameters <br />such as a minimum sale price. He also suggested that the sale be <br />advertised in the City newsletter. In preparation for the sale, the <br />Administrator requested that staff be authorized to obtain quotes for <br />hazardous materials evaluation, abatement, and demolition. These quotes <br />would be presented to the Council for approval. <br />Blesener asked if this piece of property could be redeveloped on its own. <br />The Administrator indicated that it would have to be combined with <br />adjacent properties to generate significant redevelopment. That <br />redevelopment would likely need TIF assistance. The Administrator <br />stated that there would be challenges in qualifying this area, however. <br />The Council discussed selling the property through a listing or a sealed bid <br />auction. The Administrator felt there was the ability to generate a better <br />price utilizing the sealed hid auction with a definite deadline. <br />It was the consensus of the Council that City staff obtain quotes for <br />hazardous materials evaluation, abatement, and demolition for 3046 <br />LaBore Road <br />FUND The City Administrator reviewed proposed 2012 Fund Transfers as <br />TRANSFERS recommended by the Finance Director, noting that these are programmed <br />as part of the budget process and are needed to complete transactions in <br />4 <br />
