NORTHWEST ASSOCIATED CONSULTANTS, INC.
4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422
Telephone: 763.231 .2555 Facsimile: 763. 231 .2561 planners®nacplanning.com
MEMORANDUM
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: June 7, 2013
RE: Little Canada — Zoning Ordinance Amendment — Comprehensive
Sign Plans
FILE NO: 758.10 — 13.02
Background and Analysis
The Planning Commission has discussed certain amendments to the zoning ordinance,
one of which is a change to the processing of Comprehensive Sign Plan requests for
multi- tenant commercial property. Under the current regulations, a Comprehensive
Sign Plan is required for any multi- tenant building, with the required process being a
Conditional Use Permit.
The proposed change would retain the Comprehensive Sign Plan requirement, but
revise the process to an administrative review. The standard for administrative review
would be compliance with the general sign ordinance requirements. Any changes
beyond the allowances of the code would then only be possible within the context of a
project approved by PUD, or if the City would consider a variance — obviously only very
unique conditions would provide these options.
The current language reads as follows:
b. Conditional Uses. In the case of a shopping center or where there are two (2) or
more business uses located within one structure or on one property, the approval
of a conditional use permit shall be required for the entire complex in accordance
with an overall site plan indicating the size, location and height of all signs. A
maximum of fifteen (15) percent of the building silhouette shall apply to the
principal building where the aggregate allowable sign area is distributed among
the several businesses. In the case of applying this conditional use permit to a
complex, the complex may have two (2) freestanding signs identifying the
complex in accordance with the following:
