City of Little Canada <br />Utility Line Burial Policy <br />1. Introduction <br />The City of Little Canada has overhead utility lines throughout the city. When <br />reconstruction projects are proposed for streets with overhead lines, the City <br />should evaluate if the lines are to be buried or not. That evaluation should <br />recognize that each case is unique, but the following criteria will guide the <br />evaluation process: <br />2. Streets to be Considered <br />Due to the excessive cost of utility line burial and the cost of obtaining an <br />engineer's estimate from Xcel Energy, the City will only evaluate County State Aid <br />Highways. City streets will not be considered for utility line burial due to the low <br />benefit received in comparison to the cost of the estimate as well as the burial <br />work. County State Aid Highways in Little Canada have a lot of traffic, including <br />regional traffic, and the City would like these streets to have more curb appeal. <br />Rice Street from County Road B to County Road B2 was reconstructed in 2010/11. <br />Utility lines were buried as part of this project in a cooperative project with the City <br />of Roseville. Phase II of the Rice Street project is anticipated to commence in <br />2016 and the utility lines are scheduled to be buried as part of that project. The <br />City is again splitting with the City of Roseville. Future Rice Street phases will be <br />evaluated in conjunction with the Cities of Roseville, Shoreview, and Vadnais <br />Heights to see if the utility lines should continue to be buried along the Rice Street <br />corridor. <br />Other County State Aid Highways to be evaluated are Edgerton Street, Little <br />Canada Road, County Road C, Centerville Road, and County Road D. Little <br />Canada Road was evaluated in 2012 and it was decided that it was cost prohibitive <br />to bury the utility lines as part of the Little Canada Road reconstruction project <br />planned in 2013.
