MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2006 <br />Cardinal property was not an ideal location for a rain water garden, noting <br />that the area in genera] posed some difficulties for these gardens requiring <br />the installation of drain tile. <br />Cardinal noted that the sound wall on the opposite side of the fi~eeway is <br />about twice the height as the sound wall in this area. As a resulC, noise <br />bounces from the far wall, over the freeway and opposite sound wall, and <br />into the neighborhood. Blesener indicated thaC the City has tried to <br />persuade MN DOT to replace this sound wall to match the new ones going <br />up Co no avail IC was suggested that the City continue with this effort as <br />wet] as the property owners. <br />Cardinal reported that the street contractors parked on Demont Avenue <br />during the construction process, rutting that street. The City Engineer <br />reported that Che contractor will be required to repair this damage. This <br />will occur in the spring. <br />Tom Nguyen, 2462 Savage Lane, reported that his sprinkler system was <br />damaged as a result of the road reconstruction. He reported thaC the <br />contractor has not returned his phone calls regarding this damage. The <br />City Engineer reported Chat he would address this situation with the <br />contractor on Mr. Nguyen's behalf. <br />There was no one else present wishing to comment on this matter. <br />Upon motion by Allan, seconded by Keis, the public hearing was closed. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2006-IO-248 -ADOPTING THE ASSESSMENT <br />TOR IMPROVEMENT NO. 2006-OS AND 2006-06, SAVAGE LANE, <br />AS PRESENTED <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Blesener opened the Public Hearing to consider adoption of the <br />2006-O1 AND assessment for Improvement No. 2006-01, Morrison Street between <br />2006-04 - Rose Lane and Demont Avenue, as well as Improvement No. 2006-04, <br />MORRISON Rose Lane from McMenemy Road west to the dead end by street <br />STREET reconstruction, concrete curb and gutter, and drainage enhancements. <br />AND ROSE <br />10 <br />
