MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2006 <br />The Mayor recommended that the Engineer do some further research to <br />determine whether the property is developable. The Engineer suggested <br />that he ask the Watershed to do an aerial delineation of the property. <br />John Steimer, 285 Sextant Avenue, reported that the weeds were not <br />cleaned from his rain water garden prior Co wood chips being installed. <br />The City Engineer reported that he would check into this problem. <br />There was no one else present from the general public wishing to <br />comment on this improvement. <br />Upon motion by Allan, seconded by Keis, the public hearing was closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-70-247 -ADOPTING THE ASSESSMENT <br />TOR IMPROVEMENT NO. 2006-02, SEXTANT AVENUE, AS <br />PRESENTED <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Blesener opened the Public Hearing to consider the adoption of <br />2006-OS AND the assessment for Savage Lane from Sextant Avenue to just south of <br />2006-06 Rose Lane by street reconstruction including concrete curb and gutter, <br />SAVAGE and drainage enhancements as well as the improvement of Savage Lane <br />LANE from just south of Rose Lane to the cur-de-sac by mill and overlay of <br /> bituminous surface. <br />The City Engineer reviewed the project costs for Savage Lane <br />reconstruction noting that the feasibility study estimated total project costs <br />at $26Q000.00 and estimated assessable costs at $28,194.24. Estimated <br />actual costs for the total projecC are $169,000.00 and estimated actual <br />assessable costs are $21,965.28. Project costs for Savage Lane mill and <br />overlay feasibility study estimated total project costs at $37,300.00 and <br />estimated assessable costs aC $18,629.16. Estimated actual mill and <br />overlay costs are $24,330.58 and estimated actual assessable costs are <br />$12,165.29. <br />The Engineer reviewed the City's residential assessment policy noting that <br />street reconstruction costs are assessed based on an 8"/3" urban section, <br />30-foot wide street. Assessments are based on front footage at a <br />maximum street assessment rate of $54.64 per front foot. The assessment <br />
