NORTHWEST ASSOCIATED CONSULTANTS INC. <br />TO: Little Canada Planning Commission <br />FROM: James Vick <br />DATE: June 22, 1983 <br />RE: The Market Place - rezoning <br />FILE N0: 758.09 - 83.29 <br />BACKGROUND <br />A request has been made regarding the expansion of The Market Place shopping <br />center. Before such action can take place a rezoning is necessary. At present <br />most of the proposed expansion as well as all of the existing mall is zoned <br />I -1. By rezoning to B -3 the existing mall would be considered a conforming <br />use and expansion would be potentially allowed. <br />In a recent case, part of the I -1 district has already been rezoned B -3 to <br />accommodate an elderly housing project. <br />ISSUES AND ANALYSIS <br />The facts outlining this case are fairly straightforward. A planning inventory <br />conducted in 1978 suggested that Little Canada's local retail climate was <br />deficient and indicated that growth should occur in the Rice Street and Little <br />Canada Road area. <br />The area in question is located in District 11 of the Comprehensive Plan - <br />Development Framework. The policy outlined suggests commercial expansion for <br />the district. It further suggests cluster -type development as more desirable <br />and The Market Place as a good source of this type of expansion. <br />RECOMMENDATION <br />With this policy in mind, the present I -1 zoning is not compatible with the <br />community development plans.
