PLANS. All drawings and standard details or reproductions thereof <br />pertaining to details of construction or of the contract work and which are <br />made a part of the contract. <br />PRIMARY STREETS. Streets serving commercial, industrial and /or <br />manufacturing areas and /or connection points of major traffic interest within <br />the City. <br />RESIDENTIAL ACCESS STREETS. Streets providing access to residents <br />only and not serving business, commercial, industrial or manufacturing areas <br />and not connecting points of major traffic interest. <br />SPECIFICATIONS. The directions, provisions and requirements that are <br />prepared for the project under consideration and made a part of the contract. <br />SUB -BASE. The portion of the street lying between the base and the <br />subgrade. <br />SUBGRADE. That portion of the street which is the foundation for <br />sub -base, base and surface. <br />501.030. BUILDING PERMIT ISSUANCE. No building permits will be <br />issued for any construction with the City unless the building site is located <br />adjacent to an existing street which is dedicated and maintained as a City <br />street, or unless provision for street construction has been made in full <br />compliance with this Code and in no case until grading work as provided herein <br />has been completed and certified to the Clerk by the City Engineer; except <br />that in isolated instances the Council may enter an agreement with a property <br />owner for special handling of an unusual situation which agreement shall be <br />recorded so as to run with the land affected. <br />501.040. REQUIREMENT OF BUILDING PERMIT. Before any improvement, <br />construction or alteration of any kind whatsoever is undertaken within the <br />limits of a right of way, the person proposing such improvement, construction <br />or alteration shall procure a permit therefore from the City. <br />501.050. STREET IMPROVEMENT PETITION FORM. All requests for street <br />construction, improvement or re- construction shall be initiated by a request <br />to the Council upon a street improvement petition form. The form of petition <br />shall be available to the public at all times at the office of the City Clerk <br />or the City Engineer. Such petition, when properly executed, shall be filed <br />with the City Clerk. <br />501.060. PRELIMINARY REPORT BY ENGINEER. Upon receipt of a street <br />improvement petition, the Clerk shall present same to the Council. All such <br />petitions, before being acted upon by the Council, shall be referred to the <br />City Engineer for preliminary report as to feasibility of the improvement, as <br />to whether it should be made as proposed or in connection with some other <br />i <br />
