Mr. Donald A. Smith
August 15, 1983 - page 2
AUG 17 1983
CITY OF
LITTLE CANADA
3. Percent infiltration removal
The Little Canada and Golden Valley I/I Analyses assume 40% infiltration
removal in the areas studied. These reports also use higher unit reha-
bilitation costs.
The EPA report referenced in your letter was based on a study of 18
communities. PSG has completed over 300 I /I's.
It will not be necessary to revise the cost - effective analysis even if
the 30% removal figure is used. The reduced cost savings will be
offset by reduced study and rehab costs.
4. Use of 3000 gpdim
Only one district with less than 3000 gpdim in all of these cities has
been determined to have excessive I/I under the grant- eligible approach.
This is District 2 in Little Canada. The cost comparison shows that it
is $48,045 cheaper to do follow -up study than to transport and treat
the flow. The $48,045 is a 20% difference in cost. This is a signifi-
cant amount. The cost comparison alone should qualify the district for
further study. We inspected four manholes in District 2 during the I /I.
Three of the four manholes showed leaks and mineral deposits. This
is further justification for the proposed follow -up work.
The cost comparison and physical data provide quantities and qualitative
evidence to justify the excessive determination.
Mr. Smith, I trust this will answer all of your questions about these projects.
We look forward to the prompt approval of the reports.
Sincerely,
PROFESSIONAL SERVICES GROUP, INC.
vec.
Robert C.
