PRINTER'S AFFIDAVIT OF PUBLICATION CITY OF LITTLE CANADA NOTICE OF HEARING ON IMPROVEMENT CITY OF LITTLE CANADA 1983 Notice is hereby given that the City Council of the City of Little Canada will meet at the City Hall, 515 East Little Canada Road at 8:00 P.M. on September 14, 1983 to consider the making of the following imi provement: IMPROVEMENT 8319 - Windrow Drive from Arcade to Greenbrier ESTIMATED COST: $121,000.00 BY: Rightobway acquisition, grading-, gravel base, sanitary sewer, watermain, storm sewer, concrete curb & gutter, bituminous surfacing - The general nature and location of this improvement is amplified in the preliminary engineering report on file with the City Clerk. The area to be assessed for such improvements is all lots and tracts of and abutting said streets to be improved. All pursuant to Minnesota Statutes 429.011 to 429. 111 (Laws 1953, Chapter 398 as amended) Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting. Johnson being duly sworn on oath says he is and during all the times herein stated has been the publisher and printer of the newspaper known as the North Suburban Press and has full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in printed space to tt least 900 square inches. (2) Said newspaper is a weekly and is distributed at least once each week. (3) Said newspaper, in at least half of its issues each year, has no more than 75 percent of its printed space comprised of advertising material and paid legal notices; and in all of its issues each year has 50 percent of its news columns devoted to news of local interest to the community which it purports to serve, but not more than 25 percent of its total nonadvertising column inches in any issues wholly duplicates any other publication unless the duplicated material is from recognized general news services. (4) Said newspaper is circulated in and near the municipality which it purports to serve and has at least 500 copies regularly delivered to paying subscribers and has entry as second -class matter in its local post office, or has at least 500 copies regularly distributed without charge to Local residents. (5) Said newspaper purports to serve the cities of Vadnais Heights, Little Canada, North Oaks and portions of Roseville and Shoreview of Minnesota in the County of Ramsey and has its known office of issue in the city of White Bear Lake in said county, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and maintained by Eugene D. Johnson or persons in its employ and subject to his direction and control during all such regular business hours and at which said newspaper is printed. (6) Said newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspaper is made available at single or subscription prices to any person, corporation, partner- ship or other unincorporated association requesting the newspaper and mak- ing the applicable payment, or is distributed without charge to local residents. (8) Said newspaper has complied with all the foregoing conditions for at least one year preceding the day or dates of publication mentioned below. (9) Said newspaper annually publishes and submits to the secretary of state a sworn United States Post Office second -class statement of ownership and circulation or annually publishes and submits a statement of ownership and circulation verified by a recognized independent circulation auditing agency.
