NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: James Vick <br />DATE: 25 August 1983 <br />RE: Speedy Market - CUP <br />FILE NO: 758.09 - 83.25 <br />BACKGROUND <br />Speedy Market is a convenience gas /grocery operation located on the southwest <br />corner of the intersection of Rice Street and County Road C. The proposed <br />expansion is for six gas pumps and a canopy. The existing pumps located in <br />the northwest corner of the lot are to be removed. Other site alterations <br />necessary to accommodate the proposed expansion include a new driveway, an <br />additional 8,000 gallon underground storage tank, and rearranging of the <br />required off - street parking. <br />ISSUES AND ANALYSIS <br />The proposed site plan poses several concerns which limit its acceptability, <br />as City Code has not been strictly adhered to. <br />Parking. The Zoning Ordinance requires 17 off - street parking stalls for a <br />retail operation with 3,600 square feet of floor area. The existing operation <br />meets this requirement, however, the proposed plan, while increasing the <br />intensity of use on the site, has decreased the available parking to 13 stalls. <br />Four additional parking stalls must be provided for the retail store to meet <br />City Code. To compound the parking problem, two of the spaces proposed are <br />in conflict with the Ordinance requirements. Section 903.050.D.8.o. of the <br />Zoning Ordinance states: <br />Except for single family, two - fancily, townhouse, and quadrarniinium <br />dwellings, all open off - street parking shall have a perimeter curb <br />barrier around the entire parking lot, said barrier shall not be <br />closer than five (5) feet to any lot line. Grass, plantings or <br />surfacing material shall be provided in all areas bordering the <br />parking area. <br />The two parking stalls on the south end of the lot are right on the property <br />line. Although the existing parking extends to this line, it is seen as <br />undesirable, particular since the adjacent property is in residential use. <br />Any site improvements should include relocating this curb and parking area <br />five feet from the lot line. <br />4820 minnetonka boulevard, suite 420 minneapolis, mn 55416 612/925 -9420 <br />Off' <br />
