September 29, 1983 Mr. Richard Elias Regional Manager Carlsberg Management Company 2800 28th Street Santa Monica, California 90405 RE: Little Canada, Minnesota - Five Star Mobile Home Court File No: 758.09 - 83.24 Dear Mr. Elias: I felt it appropriate to advise you that the Little Canada City Council, at their meeting on 28 September, briefly discussed the possibility of the expansion of the Five Star Mobile Home Court and the general use of the property in question. There was an evident feeling on the part of the Council members present that the potential for single family detached residential development of the City's Twin Lake Boulevard property should be further explored. Our firm has been directed to prepare preliminary concepts of such a land use arrangement. It is anticipated that these alternatives will be further discussed at the City Council's 26 October meeting. In view of this action and directive of the Council, I believe it advisable for your organization to delay further planning and potential development of the site for mobile home use until the Council further discusses this matter in late October. Until a clear direction is established as to an acceptable and preferred land use by the City's decision- making body, efforts which you might take to formalize mobile home development plans could be wasted. Should you still be interested in the property and wish to pursue your Park's expansion, I do not believe this one month delay should be of any major detriment. As the schedule now stands, any construction would likely have to await the spring months of 1984.
