NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 4 October 1983 <br />RE: DuCharme Subdivision <br />FILE N0: 758.09 - 83.31 <br />BACKGROUND <br />Mr. Gerald DuCharme and Mrs. Clara DuCharme have proposed the subdivision of <br />their property south of County Road B -2 between Edgerton and Arcade Streets <br />(see Exhibit A, Site Location Map attached). Previously, Mr. DuCharme had <br />proposed subdivision of the parcels which included a dedicated street ending <br />in a cul -de -sac and potentially provided for further subdivision. It was <br />withdrawn, however, when Mr. DuCharme could not agree to the necessity of <br />a maintenance contract for the temporary street. It may be noted that the <br />Planning Consultant would be available to assist in the drafting of such an <br />agreement should Mr. DuCharme find it helpful. <br />The current proposed subdivision consists of the creation of two new lots <br />fronting on County Road B -2 in addition to maintaining frontage for the <br />remaining southern portion through an extension of that portion of the <br />County Road (see Exhibit B, Site Plan attached). .. <br />ISSUES AND ANALYSIS <br />Section 1006.030 (e) of the Little Canada Subdivision Ordinance states: <br />When a tract is subdivided into larger than normal building lots or <br />parcels, such lots or parcels shall be so arranged as to permit the <br />logical location and openings of future streets and appropriate re- <br />subdivision, with provision for adequate utility connections for such <br />resubdivision." <br />The proposed subdivision is so arranged as to virtually preclude further <br />development without a complete restructuring of property lines as drawn. It <br />must be assumed that further development will occur, whether by current or <br />subsequent owners, and the purpose of the preceding ordinance section is to <br />allow that to occur with a minimum of administrative manipulations. <br />52 <br />4820 minnetonka boulevard, suite 420 minneapolis, mn 55416 612/925-9420 <br />
