Of the 40 parcels created by Plan A, 37 front on an interior street (93 %). <br />Plan B fronts just 29 (76 %) of its 38 new parcels on an interior street and <br />Plan C manages 82% (31 of 38). <br />5. Dennis Peck of J.P. Homes, Vadnais Heights (in the process of purchasing <br />Rose Picha property) and LeMay want to proceed immediately. Property <br />owners to the north and south do not appear ready to subdivide or develop <br />at this time. <br />I would recommend Plan A based on my analysis. It would be beneficial to both <br />parties interested in developing now. It treats property owners the most <br />equally or any of the alternatives. It is the best alternative in terms of <br />avoiding traffic conflicts between driveways and collector /arterial streets. <br />In addition, it creates the most potential homesites for city tax rolls. The <br />slightly lower assessment /lot in Plans B and C does not make enough of an <br />impact to overcome the other advantages of Plan A. <br />4 of v • <br />5 <br />
