Personnel Ordinance <br />Sec. 6: Applications for Employment and Publication of notice of position openings. <br />Applications for full -time or permanent part -time employment shall be filed <br />with the office of the City Clerk for all regular and temporary employee job <br />vacancies. Notice of all such vacancies shall be posted at City Hall for ten <br />(10) days, and advertised in the local newspaper normally used by the Council <br />for publishing official notices. The City Clerk may decline to accept applica- <br />tions which are filed at a time when no job vacancies exist. The City Clerk <br />is not required to accept applications for temporary part -time seasonal student <br />employment. <br />Sec. 7: Probationary Period. <br />(a) The probationary period shall be regarded as an integral part of the <br />terms and conditions of employment. It is defined as a period of time of active <br />employment of a regular employee during which his /her supervisor and /or City <br />Council shall be the judge of his /her fitness and ability to satisfactorily <br />perform the work he /she is assigned. <br />(b) All original appointments as a regular employee shall be subject to an <br />initial probationary period of six months, during which time said employee shall <br />be defined as a probationary employee and during which time an employee may be <br />disciplined or dismissed by the City without recourse. Upon completion of the <br />initial probationary period, a written evaluation of the employee's performance <br />shall be filed by such employee's supervisor with the City Clerk. <br />(c) All promotions shall be subject to a six (6) month probationary <br />period. If the employee who has been promoted is found unsuited for the work <br />of the position to which promoted, such employee may be reinstated to the <br />position in the class from which such employee was promoted. <br />Sec. 8: Position Classification. <br />The City Clerk shall establish and maintain a position classification plan <br />for all positions covered by the provisions of this ordinance. All positions <br />shall be grouped in classes, each having a definite range of difficuluty and <br />responsibility. When a new position is created for which no appropriate <br />position classification exists, or when the duties of an existing position are <br />sufficiently changed so that no appropriate class exists, the City Clerk shall <br />create a new class and cause an appropriate position classification to be <br />written for said class. All position classifications are subject to review and <br />approval by the City Council. <br />Sec. 9: Overtime and Compensatory Time. <br />(a) City Clerk and Building Official - No overtime compensation shall be <br />paid but such employees shall be entitled to compensatory time off on a straight <br />time basis for each hour worked in excess of 40 hours per week. <br />1.7 <br />
