Nielsen <br />Superintendent <br />I understand that the Little Canada City Council will have the lift <br />station /drainage project behind the Sleepy Hollow apartments on its' May 25 <br />agenda for discussion and /or action. Furthermore, I have been appraised of the <br />possibility that if such a project is approved, a proposed division of such <br />project costs would incur a liability to the School District of between $7,900 <br />and $9,900. <br />It is the intent of this letter to emphasize the School District's position <br />in this matter now under your consideration. Whether or not the project should be <br />done at all is a matter for the City Council to decide. The School District is <br />concerned if the project is approved and an assessment for that project is levied <br />against the District as is proposed. <br />The School District wishes to go on record as being opposed to the payment <br />of any costs in relationship to this project. This opposition stems from two <br />sources: <br />1. Drainage off all hard surfaces at Kellogg High School flow northward <br />toward Demont. Areas of the Kellogg site that could conceivably drain <br />in an easterly direction are grass covered and, for the most part, flat. <br />Capitol View property does not drain in that direction at all. <br />2. It seems patently unfair for innocent property owners to be financially <br />punished because of the poor planning and development of the Sleepy Hollow <br />apartments. It comes as no surprise to anyone that buildings built below <br />the road grade level of County Road B 2 on land that has served for years <br />as a natural collection area for ground water runoff, now have a water <br />problem.
