Little Canada City Staff <br />10 January 1983 Page Two <br />City not providing a sure commitment to acquire the building site. <br />This item adversely impacted HUD's review of the City CDBG applica- <br />tion. <br />The State has taken over the CDBG application review and grant <br />distribution. Ms. Henning indicated that the State may not place <br />as much significance on this item as the Federal Agency. <br />C. With the change over to State administration of the CDBG program, <br />Ms. Henning noted that she felt that more emphasis would be on local <br />grant administration. This is one area that could be more detailed. <br />We should improve this section by detailing the grant responsibilities <br />of the various City staff. <br />D. The section of the application that describes the need for elderly <br />housing in Little Canada was noted as being very good. Little <br />modification is needed in this section for the 1983 application. <br />3. PERFORMANCE FACTORS: These factors have been eliminated in the State <br />rating forms with more emphasis beiing placed on Program Factors. <br />We have not yet received the State CDBG guidelines or applications, however, <br />upon receiving this information we shall inform you of any other informational <br />requirements we must meet prior to submission of the application on February <br />1, 1983. <br />cc: Thomas Sweeney <br />Brad Nielsen <br />
