CITY OF <br />White Bear Lake <br />January 18, 1983 <br />Ramsey County League of Local Governments <br />183 University Avenue E. <br />St. Paul, MN 55101 <br />The City of White Bear Lake has been concerned for many <br />years about the attempted consolidation of the municipal court <br />system in Ramsey County. Recently the Ramsey County League has <br />sponsored a committee to investigate the current problem and to <br />recommend to the League membership a course of action. That <br />report has been reviewed by the City of White Bear Lake, its <br />elected officials and staff. In summary, our position is as <br />follows: <br />(1) We do not believe that there is any data justifying the <br />contention that a consolidated system is cost effective. <br />(2) Throughout this process and in our communications with <br />the County in past years, we have seen no willingness <br />to deal directly with the issues. Rather, we have seen <br />indirect attempts to change the legislation to strip the <br />municipalities of their input in any consolidation deci- <br />sion. <br />(3) The City strongly disagrees with the recommendations of <br />the League committee, and particularly the recommendation <br />to place the sole authority to consolidate the courts <br />with the Ramsey County Board of Commissioners. <br />(4) The City would invite Ramsey County to begin a dialogue <br />wherein all relevant information can be presented, but <br />only in the situation where cities retain their veto <br />right over th» elimination of any specific court faci- <br />lity. <br />• <br />• <br />In very simple terms, it is our belief that if the County believes <br />consolidation to be such an efficient, cost - effective move, then <br />250 Miller Avenue • White Bear <br />Pnlice and Fi <br />6 4 , ° • Phone (612) 429 -8526 <br />429 -3355 <br />
