Finally, Section 16 of the Act added a new Subdivision 3a to Minnesota Statutes <br />Section 112.42. This new subdivision directs the Water Resources Board (Board) to <br />restructure the boards of managers of metropolitan watershed districts established <br />before the effective date of the Act to ensure compliance with the requirements of Sections <br />14 and 15 of the Act. It states that, "Additional managers, if any, shall be appointed by <br />the county designated by the Board, to terms designated by the Board, at the time of the <br />next regular appointment of successors to managers of the district." It further directs <br />the Board to "...request recommendations from the district and the affected local <br />government units." <br />THE WATER RESOURCES BOARD REQUESTS THE RECOMMENDATION OF THE <br />GOVERNING BODY OF YOUR CITY, TOWN, OR COUNTY ON WHETHER THE SIZE OF <br />THE BOARD OF MANAGERS SHOULD BE INCREASED, AND IF SO, THE NUMBER OF <br />MANAGERS PREFERRED. <br />The Board has also mailed a letter to the watershed district requesting their <br />recommendations. <br />The Board has encouraged each metropolitan watershed district to invite a repre- <br />sentative of each local governmental unit having territory in the district to a meeting to <br />discuss whether the size of the board of managers should be increased. If the watershed <br />district and affected local units reach a concensus, the Board encourages you to jointly <br />submit a recommendation. If a concensus is not reached, recommendations can be <br />submitted individually. <br />After receipt of local recommendations, the Board will decide whether an increase <br />in the size of the board of managers is in the public interest.
