NORTHWEST ASSOCIATED CONSULTANTS INC. <br />PLANNING REPORT <br />TO: Little Canada Mayor and City Council <br />Little Canada Planning Commission <br />FROM: Anne Bronken <br />DATE: 28 March 1983 <br />RE: Carle Landscape Company Conditional Use Permit <br />FILE N0: 758.09 - 83.06 <br />BACKGROUND <br />The applicant has submitted plans for the development of a landscape materials <br />sales operation on a 4.4 acre parcel located west of Country Drive and on a .14 <br />acre parcel east of Country Drive as shown on the Site Location Clap, attached. <br />The property and all adjacent properties are zoned I -1, Light Industrial. It <br />is surrounded by the following land uses: <br />North - Commercial <br />East - Municipal Garage <br />South - Mobile Homes <br />West - Vacant <br />The applicant has requested conditional use permits for: (1) outside storage <br />and sales, and (2) offsite parking. <br />ISSUES AND ANALYSIS <br />All of the principal use elements of the site meet the setback requirements of <br />the district, i.e, front - 40 feet, side - 1:; feet, and rear - 20 feet. The <br />circulation system consists of one main entry and parking area with timber <br />curbing and loading aisles running through the landscape materials. This <br />arrangement appears to work well for the type of use proposed. The applicant <br />has stated that the arrangement and size of specific material areas may change, <br />however, a 10 foot wide loading aisle along side a 20 foot wide clear aisle <br />should always be maintained. Signage should be erected clearly indicating <br />direction upon entering the site. The site plan should also indicate the type <br />of dustfree surface proposed for the driving areas. The 28 foot wide curb cut <br />exceeds the maximum allowed width of 24 feet.
