NORTHWEST ASSOCIATED CONSULTANTS INC.
MEMORANDUM
TO: File
FROM: David Licht
DATE: 23 March 1983
RE: Little Canada - Little Canada Mall - Sign
Ordinance Revision
FILE NO: 758.09
On 21 March 1983 during the staff hours, I met with Mr. Norm Brody and the
manager of the Snyder Drug Store in the Little Canada Mall. The purpose of
the meeting was to review the Mall's application for a Sign Ordinance text
amendment which addresses pylon signs. We reviewed the ordinances of various
communities and how they address pylon signs. It was generally concluded
that most cities allow for more extensive signing than what Little Canada's
present ordinance calls for. I made note of the fact that if the business
community was interested in pursuing an increase in pylon type signs, they
may want to consider conceding the amount of signing in other areas. An
area which comes to mind is window signing and I suggested that they evaluate
this aspect of the ordinance and to determine if an approach could be to
offer increased pylon signing, while decreasing window signing. In general,
the New Hope Ordinance appears to offer an acceptable alternative which the
businessmen may wish to consider.
In summary, the meeting concluded with the fact that Mr. Brody will proceed
with a proposed alteration to the pylon provision of the Little Canada Sign
Ordinance. Additionally, he will look into whether or not the proposal can
be drafted for decreasing window sign coverage. The exact nature of the two
proposed changes was not as yet clear.
I also indicated that a possible solution to some of the potential opposition
on a reduction in window signing may possibly be handled as part of temporary
signing permits, which I am addressing in an independent matter for the Planning
Commission. I informed Mr. Brody that I intended to have a draft of the
temporary sign provisions prepared by the 28th of March and I would forward
the proposed text to him. Mr. Brody indicated that it was his intent to have
his draft of the pylon and window signing provisions prepared by the 25th. He
in turn will provide me with a copy so I can review the material and make any
comments prior to his formal submission to the City.
cc: Joe Chlebeck
Tom Sweeney
Ed Locke
1.5 4
4820 minnetonka boulevard, suite 420 minneapolis, mn 55416 612/925 -9420
