Little Canada Mayor and City Council <br />Little Canada Planning Commission <br />17 March 1983 <br />Page Three <br />The City has requested and tentatively received approval that the lake be <br />reclassified as General Development, which would reduce the shoreland setback <br />to 50 feet. <br />When developing the concept further, the applicant should be aware of more <br />State shoreland regulations pertaining to structure elevation, impervious <br />surface area, and shoreland alteration. <br />Water service currently exists along County Road C. According to the City <br />Engineer, sanitary sewer can be provided from Iona Lane. <br />An Environmental Assessment Worksheet will need to be prepared due to the <br />following conditions: <br />• The City does not have its own Shoreland Ordinance. <br />• The project involves 30 or more attached residential units and five acres <br />or more of the development is within a shoreland. <br />Another possible condition that may require an EAW is the development of 150 <br />or more attached units in a 4th class city. In both cases, the City will be <br />the responsible government unit for processing and submitting the environmental <br />reviews. <br />RECOMMENDATION <br />Initially, the City should determine appropriate density figures for both PUD <br />parcels. The decision should be based on considerations of the site, its <br />location and development impact in relationship to the desirable density as <br />suggested by the Comprehensive Plan. <br />After the density is determined, the zoning of the properties can be clarified. <br />Consideration should be given to resolving the dr; gn problems mentioned in the <br />report. It is strongly recommended that the circulation be synchronized with <br />the land to the east. <br />The applicant should consult the State shoreland regulations and indicate <br />compliance on the site plan, i.e, designate ordinary high water contour. <br />The subdivision as proposed is not recommended due to the extremely long cul- <br />de -sac and the undersized single family lots. <br />A more detailed recommendation regarding the conditional use permits for the <br />medium density structures in the R -2 zone and the two family structures in the <br />R -1 zone cannot be made until the density and design elements are resolved. <br />33 <br />
