The lot to the east, Lot 15, is extremely limited on develop- <br />ment area due to the cul -de -sac, topography and proximity of the lake. Any <br />front yard encroachment into the front yard of Lot 14 will likely have a <br />substantial impact on Lot 15. The same possibility exists for Lot 13 which is <br />again similiar in character. <br />A final factor is that there is a drainage and utility easement located along <br />the side lot line. Construction as proposed would encroach into this restricted <br />development area. <br />RECOMMENDATION: <br />In view of the questionable hardship and the seriousness of establishing <br />precedent for front as well as side yard encroachments, it is recommended that <br />the City not grant the variances which are being requested. <br />cc: Mr. & Mrs. John E.
