Because our rates are based on cost of service, it is to both' your city and NSP's advantage to convert these units to energy efficient high pressure sodium instead of replacing the old mercury ballasts. This would also be in line with the national and NSP's commitment to energy conservation. In response to these objectives, NSP has developed a new program to reduce the number of energy inefficient street lights on its system. The options under this program are as follows: 1. At your request, NSP will convert any NSP owned overhead incandescent or fluorescent street light to new energy efficient high pressure sodium at no charge for the conversion. The monthly billing for energy and maintenance will be changed to the high pressure sodium rate which will usually result in lower cost to your city if present light levels are maintained. 2. At your request, NSP will convert any NSP owned overhead mercury street light to a new energy efficient high pressure sodium unit. The one time conversion charge to convert a mercury unit to high pressure sodium is $5.00 per unit. The monthly billing for energy and maintenance will be changed to the high pressure sodium rate which will result in a slightly higher cost tooytpur city but will also slightly raise the light lev&1 in your city. 27
