14 February 1983 Page Two <br />The structure meets the yard setback requirements of 40 feet in the front <br />and 15 feet on any side abutting a residential district. <br />A provision of the CUP requires that the facility be served by an arterial or <br />collector street. It is felt that this site meets the intent of this provision <br />in that Little Canada Road, a collector, is a block away and no traffic from <br />the facility is routed through other residential areas. <br />Another provision of the CUP requires that at least 20% of the site be useable <br />open space. This provision is met since 23% of the site will still be useable <br />if all of the reserved parking is ever built. <br />A landscape plan needs to be submitted indicating the treatment of all unbuilt <br />surfaces, i.e., sod, seed, bituminous, etc. It should include the location, <br />size, and identification (genius and species) of all plant materials. The <br />parking areas are to be screened from adjacent residential districts, therefore <br />the northeast edge of the site should be planted according to Ordinance require- <br />ments. <br />Utilities, grading and drainage are subject to comment by the City Engineer. <br />He should also make a recommendation on whether the water will be public or <br />private. <br />Rezoning. A rezoning of the northern corner of the site from I -1 to B -3 is <br />necessary to make the entire site acceptable for residential development. The <br />rezoning is consistent with the area in that a shopping center, located directly <br />to the north, is a commercial use. The shopping center property would also <br />need to be rezoned to B -3 before any expansion or improvements took place. <br />RECOMMENDATION:. <br />Approval of the CUP for the proposed elderly and handicapped facility is <br />recommended contingent on the following items: <br />• Enlargement of loading area <br />• Enlargement of parking spaces <br />• Designation of one additional parking space to be built <br />• Submission of a landscape plan <br />• Approval of grading, drainage and utilities by City Engineer <br />The rezoning of the northern corner of the site from I -1 to B -3 is also recommended <br />to allow for the facility as a permitted Conditional Use. <br />cc: Joe.Chlebeck <br />Don Carley <br />Tom Sweeney <br />John Rockeford <br />7 <br />
