St. Germain St. <br />St. Cloud, Minnesota 56301 <br />251 -7751 <br />314 Oak Street <br />Sauk Centre, Minnesota 56378 <br />352 -3664 <br />March 3, 1983 <br />RE: Heather Oaks <br />We have reviewed the proposed development plans for Heather Oaks and <br />make the following comments: <br />1. The status of Viking Drive has been discussed with the County <br />and the State. It is conceivable that this road could be <br />reverted to the City along with Demont and /or County Road <br />"B2" which then could be considered for State Aid status. <br />Final inspection will depend on a study currently being done <br />by the Metro Council. <br />2. The North half of this property lies in a natural ponding area. <br />The City has prepared plans to resolve the ultimate disposal of <br />this drainage by means of pumping station discharging into <br />Savage Lake. <br />This ponding area known as Outlot, should therefore be dedicated as <br />a permanent drainage easement. <br />The developer should be made aware that part of the cost will be <br />assessed against this property for the improvement. <br />3. There is a public sewer in the property. The extensions to this <br />sewer could be private or public. In any event, the sewer <br />construction should be inspected by the City since the main sewer <br />affects a large area which could suffer as a result of sub standard <br />installation. It is our opinion that the sewer laterals be public. <br />The same is true of the watermains which should be looped through <br />the development with adequate hydrants.
