NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: File <br />FROM: David Licht <br />DATE: 16 February 1983 <br />RE: Little Canada - Heather Oaks <br />FILE NO: 758.09 - 82.08 <br />kATI,Bn <br />FEB 17 I9g� <br />CITY OF <br />LITTLE CANADA <br />On 16 February, a meeting was held in NAC's offices with regard to the <br />report prepared by Anne Bronken on the Heather Oaks project. Those <br />attending were Daniel Johnson - the project engineer, Duncan McClellan - <br />developer, Gary MacKenzie - project architect, Anne Bronken, and David <br />Licht. <br />Mr. Johnson indicated that access permit was required from the State Highway <br />Department for the private drives and road entering onto Viking Drive. <br />MnDOT will be sending the forms to Mr. Johnson. Also at that time, the <br />developer will pursue the crossing of the MnDOT right -of -way with a private <br />road so that access is connected to Viking Drive. It is anticipated that <br />this will take about a month. MAC staff advised the applicant that the City <br />could proceed without this matter being finalized, however, if it looked like <br />problems were to be encountered, the City should be advised immediately. <br />It would be anticipated that should approval not be gained by the time the <br />project was to,the City Council that a contingency of approval would be <br />gaining the necessary access permits. <br />The next topic of discussion was variances which are required for the project. <br />I indicated to the applicant that the variances were being identified as a <br />procedural requirement an't that :t this point we were not commenting on the <br />acceptability of the necessary requests. It was stated, however, that where <br />possible, documentation should be provided and justification tied to topo- <br />graphy or public action such as the Highway Department land. A new point <br />of information provided was that the Association will likely own all of the <br />outlot which is comprised of wetlands. The various variances were reviewed. <br />The one receiving the most question, being the building spacing. The subse- <br />quent discussion got into the question of what would happen with the MnDOT <br />right -of -way which now angles into the property. The developer indicated that <br />he would pursue this with the Highway Department. It was concluded, however, <br />that NAC staff would also investigate whether this land was being considered <br />for turn over to the City.
