MEMORANDUM TO: Little Canada Planning Commission and Council FROM: Anne Bronken DATE: 24 February 1983 RE: Viking Drive - Transfer from State to City FILE NO: 758.09 - 82.08 Due mainly to the significance that it has on the Heather Oaks project, I have attempted to assay the likelihood of the transfer of Viking Drive to the City of Little Canada. Elmer Morris, the District State Aid Engineer, has informed me that the catalyst of the process is the City. He needs to receive a letter from the City requesting the transfer. The request is then reviewed by numerous departments to determine whether the State DOT wants to lose it; whether it,is eligible to be a state aid highway; and whether it would be transferred to the City or to the County. The State can only transfer what they originally started with, i.e., if the State owned the right -of -way, they will transfer the fee - ownership and if they only had an easement, they would transfer control of the easement. Any information seems to take a great of research. The whole process would take "a couple" of weeks. Elmer Morris remembers having a meeting with the City last year and is fairly certain that it was felt at that time that the street would go to the City rather than County and that it would not be a state aid street. Therefore, it seems that the first step is for the City governing boards to determine whether they want Viking Drive and also whether they want it even if it is nr eligible for state aid. The matter should then be pursued with the fnJOT.
