MINNESOTA 55117 <br />March 23, 1983 <br />Dear Council Members: <br />At a recent membership meeting of The Little Canada Fire De- <br />partment, a matter was brought to our attention that has <br />caused great concern. Members of the Planning Board informed <br />us that the City Council is contemplating the approval of a <br />three -story housing project for the elderly be constructed <br />without an armed sprinkler system. It was the unanimous <br />decision of this organization that we formally express our <br />opposition to your allowing this proposal to succeed. <br />It is our opinion that to allow the construction of this par- <br />ticular project, or of any multiple dwelling housing complex, <br />for that matter, would be a grave injustice to the occupants <br />thereof. The seriousness of this situation is compounded by <br />the fact that our elderly citizens are involved. The proposed <br />smoke detection systems may be legally acceptable but can we <br />feel comfortable in assuming that acceptable is adequate? <br />We have numerous businesses within the city that feel the need <br />to protect property with sprinkler systems. '7hy than do we <br />alloy, a lesser safety device where life is at stake? ;e feel <br />a precedent should be set now, particularly in multiple dwel- <br />ling units. Statistics show that the reduced insurance rates <br />resulting from sprinkler systems will actually pay for the <br />cost of installation within 3 - 5 years.
