NORTHWEST ASSOCIATED CONSULTANTS INC. <br />RtgraZ4 <br />MEMORANDUM <br />MAR 22 1983 <br />TO: Little Canada Mayor and City Council CITY OF <br />LITTLE CANADA <br />FROM: <br />DATE: <br />RE: <br />FILE NO: <br />David Licht <br />18 March 1983 <br />Little Canada Transportation - Viking Drive <br />758.09 - 82.08 <br />Based upon questions generated by the Heather Oaks project, our office has <br />attempted to ascertain the future of Viking Drive and the excess right -of -way <br />which exists to the north of the paved street. <br />3. Pietro Council Study - The Metro Council Highway Jurisdiction Task Force <br />is analyzing the functional classification and ownership of state and <br />county roads within the Seven County Area. The main concerns are state <br />and county roads which are classified in too high of a function and also <br />ones which are serving a local rather than a regional function. In the <br />case of Viking Drive there is no question. It is not a state designated <br />highway, only a frontage road constructed by the state as part of the <br />Highway 36 project. These roads will and should be turned back to local <br />jurisdiction. The Study Committee will look generally into how this <br />should take place and make recommendations. The problem, however, is that <br />the study is not due to be completed until July 1984. <br />2. State Aid - In order to qualify for state aid assistance on Viking Drive, <br />the street must connect to other state aid roads or highways. This <br />would mean that either County Road B2 or Demont would have to be <br />designated. It is our understanding that the City must initiate such <br />a request and that Mr. Carley's office would be responsible for such <br />action. <br />3. Transfer of Ownership - While MnDOT is vague on the transfer, they have <br />stated that work volumes require that the City initiate such action. We <br />would presume that the land would come to the City at no cost. The <br />basis of this rationale is that the City would be assuming future main- <br />tenance costs and the state would be eliminating such a responsibility. <br />It would also seem appropriate to require that the road be turned over <br />with any repairs which might be necessary assumed by the state.
