MINUTES <br />City Council <br />August 10, 1988 <br />Schroeder <br />Rice Street <br />Addition <br />Agenda <br />Item No. 7 <br />Bank Shot <br />Billiards <br />Agenda <br />Item No. 8 <br />Mr. Schroeder appeared before the Council requesting approval of his <br />plat for Rice Street Addition. <br />The City Planner reported that he has not had an opportunity to review <br />the plat. <br />The City Clerk pointed out that the Council directed <br />plat his property based on the recommendation of the <br />Therefore, the Clerk did not believe that the matter <br />referred back to the Planning Commission. <br />Mr. Schroeder to <br />City Planner. <br />needed to be <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 88 -8 -323 - APPROVING THE <br />SCHROEDER RICE STREET ADDITION FINAL PLAT <br />AND SUBDIVISION SUBJECT TO REVIEW AND <br />APPROVAL BY THE CITY PLANNER, CITY ENGINEER <br />AND CITY ATTORNEY AND SUBJECT TO PAYMENT OF <br />APPROPRIATE PARK DEDICATION FEES <br />The foregoing resolution was duly seconded by Mr. Blesener. <br />Ayes (5) Fahey, Blesener, Collova, LaValle, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 20, Page 329. <br />Mr. Mike Schifsky, representing Bank Shot Billiards, appeared before the <br />Council requesting that the hours of operation for the billiard hall be <br />extended to 4 A.M. Schifsky reported that Bank Shot Billiards provides <br />a non - alcoholic alternative form of entertainment and they are finding that <br />customers would like to stay later than the current 2 A.M. closing time. <br />The City Clerk reported that the City has received only one complaint <br />about the billiard hall and he has not noticed any police calls to the <br />hall from the daily police report the City receives. <br />Mr. LaValle reported that he has noticed on a couple of occasions that <br />there is some loitering in the parking lot at the billiard hall. LaValle <br />also felt there was the need for a more mature employee supervising the <br />hall during the late evening and early morning hours. LaValle suggested <br />that Schifsky take action to resolve these concerns and that the Sheriff's <br />Department be contacted to routinely patrol the parking lot at the billiard <br />hall. <br />Schifsky reported that he is aware of the loitering problem and will take <br />action to resolve it. Schifsky asked if contacting the police about a <br />loitering problem will result in reports showing high numbers of police <br />calls to the business. <br />LaValle stated that the parking lot could be patrolled routinely by the <br />Sheriff's Department which would not result in a report being filed about <br />Page 80 <br />
