INTRODUCTION <br />The City of Little Canada has expressed an interest in evaluating development <br />opportunities for property generally bounded by Country Drive, the St. Paul <br />Water Works, and Owasso Boulevard. This report provides alternative land use <br />concepts and a recommendation for consideration by the City of Little Canada. <br />Upon beginning the evaluation, Yaggy Colby Associates found that certain <br />research had occurred previously within the study area. In particular, the <br />following studies were provided: <br />1. Carley Associates report of June 8, 1988 regarding the rerouting <br />of Country Drive. <br />2. Business Development Services report of July 21, 1988 considering <br />the use of tax increment financing to facilitate the relocation of <br />Country Drive. <br />3. Northwest Associated Consultants report of August 5, 1988 also <br />dealing with the Country Drive realignment. <br />4. Business Development Services report of August 8, 1988 providing a <br />recommendation outlining a marketing approach for redevelopment of <br />the Country Drive neighborhood. <br />These reports provide significant background information. The findings <br />presented by these studies, information provided by utility plans, the Little <br />Canada Comprehensive Plan, the Zoning Ordinance, and our professional judgment <br />formulate the basis for the recommendation and conclusions offered by this <br />report. <br />The report is organized to include a general description of the project area <br />considering such physical factors as transportation patterns, utility systems, <br />and existing conditions. The description is purposely concise to reflect the <br />assumption that much is already known about the neighborhood. <br />Following the general description, several alternative land use concepts are <br />offered for consideration. Each land use plan will generate different <br />reactions from existing and prospective property owners within the area. The <br />challenge to the City of Little Canada is to select a plan which will minimize <br />negative impacts upon existing owners, yet maximize the interests for <br />redevelopment. In our judgment, the Burke Lane Alternative is the preferred <br />solution for the reasons substantiated within the report. <br />Page 47 <br />
