RECOMMENDATION <br />Among the alternatives considered, we believe that the Burke Lane Alternative <br />presents the strongest opportunity for balancing the interests of the <br />residential neighborhood and future development considerations. Application <br />of the recommended zoning controls will encourage site design and development <br />measures that can mitigate concerns which typically arise in mixed land use <br />neighborhoods. Having the City of Little Canada assume a partnership role to <br />facilitate implementation of the plan will surely result in development which <br />reflects the opportunities and limitations that are associated with the area. <br />A variety of commercial and residential land uses are allowed by the <br />Residential- Business and commercial Planned Unit Development zoning <br />classifications. This study does not conclude that a specific type or form of <br />land use is either more or less desirable for development in the area. <br />However, it does appear that the area should not be promoted as a location for <br />industrial or high traffic retail use which typically prefer significant lot <br />coverage ratios. Industrial land use would further complicate the need to <br />develop compatibility among land uses. Development of high traffic retail <br />land use will be limited by site configuration and site area limitations, <br />somewhat difficult access from the Interstate, and by the potential creation <br />of site design conflicts within the neighborhood. <br />Promoting a cooperative relationship between the existing property owners, <br />future developer, and the City of Little Canada will allow significant <br />latitude for designing a project which benefits the neighborhood and <br />community. The proposed zoning controls encourage significant flexibility and <br />should be used to promote well planned projects. At this point, allowance <br />should be made to encourage creative site design and land use alternatives <br />to reflect market demands. <br />Following review of the Alternatives, it is recommended that the City of <br />Little Canada endorse the plan which they believe most effectively reflects <br />the specific needs of the neighborhood and the community as a whole. With a <br />plan in mind, efforts to proceed with assembly of the items necessary to <br />solicit development interest can continue. The program offered by Business <br />Development Services (August 8, 1988 memorandum) is an appropriate process to <br />pursue. <br />Page 58 <br />
