Schaber <br />Dear Mayor Fahey: <br />Three years ago, the U.S. Department of Housing and Urban <br />Development, hereinafter referred to as HUD, determined that <br />Ramsey County would be eligible to become an entitlement County <br />and receive an annual allocation in excess of one million <br />dollars. This money would be to undertake housing and community <br />development activities primarily benefiting the suburbs of Ramsey <br />County. Seventeen Ramsey County suburban communities agreed to <br />participate to ensure that a guaranteed annual allocation would <br />be earmarked for the County and those suburban municipalities <br />which desired to participate actively in the program. <br />Last week HUD notified Ramsey County that it would again be <br />eligible to continue participation in this federal program. Our <br />eligibility and actual dollar amount received are based upon the <br />number of jurisdictions which join with us. <br />On August 14, 1985, your City signed a cooperation agreement with <br />the County to ensure our eligibility. If your community had an <br />HRA, you also signed a supplemental HRA agreement. <br />We are again asking that you sign new three -year agreements at <br />this time. In order to meet the HUD deadline, our office must <br />have your new agreements no later than August 15, 1988. <br />The cooperation agreement you are asked to sign is essentially <br />the same as the first one. Only two changes have been made. The <br />first is an additional statement which references a separate <br />agreement which we sign with a sub - recipient at the time that you <br />decide to undertake a specific project. The addition is the final <br />paragraph and may be found on page 8. This is standard County <br />policy and its inclusion in the cooperative agreement is now <br />required by HUD. <br />The second change references program income. In the initial <br />agreement, a paragraph was included regarding program income. <br />This paragraph has been removed entirely as it is more <br />appropriately dealt with on an individual basis depending upon <br />the project which you may undertake. No other changes have been <br />made to the cooperation agreement. <br />Page 94 <br />
