northwest Essociated consul_ Ents, inc. <br />rcj <br />-r %\ <br />MEMORANDUM <br />TO: Joe Chlebeck <br />FROM: Mike Ridley /Steve Grittman <br />DATE: 21 September 1988 <br />RE: Little Canada - Manufactured Home Park Storm <br />Shelters <br />FILE NO: 758.09 - 88.60 <br />Pertaining to our phone conversation this morning, I will briefly <br />summarize the permanent rules adopted by the State Department of <br />Administration, Building Codes and Standards Division on 11 April <br />1988 relating to manufactured home park storm shelter design. <br />Minnesota Statutes 327.20 requires owners of manufactured home <br />parks of ten (10) or more homes, licensed before 1 March 1988, to <br />develop shelter or evacuation plans with the assistance and <br />approval of the City. <br />The park owner must submit shelter or evacuation plans to the <br />City for approval by 1 March 1989. The City may require the park <br />owner to construct a shelter if it determines that a safe place <br />of shelter is not available within a reasonable distance from the <br />park. <br />The park owner must submit copies of the City's approval to the <br />Department of Health. Parks with ten (10) or more homes <br />licensed after 1 March 1988 must by law provide a shelter meeting <br />the requirements of the rule; an evacuation plan is not an <br />allowable alternative. The 16 November 1987 State Register <br />contains a complete text of the rules. <br />We understand this item will go before the City Council on 28 <br />September 1988.
