I -P, Industrial Park District <br />Three areas are being proposed for the zoning classification I -P, <br />Industrial Park District. This zoning district will be used <br />mainly as a way to upgrade future development and redevelopment <br />in the northwest area of the City. Higher quality development is <br />encouraged by the regulations in the I -P district. The I -P <br />district requires such things as: 25% of the lot area is <br />required to be landscaped green area; no pole -type or engineered <br />steel buildings are allowed; all buildings must be constructed <br />of solid wall masonry, pre -cast concrete, aggregate panels, or <br />wood frame masonry veneer, etc. <br />The first area proposed for rezoning to the I -P classification <br />lies west of the St. Paul Water Department easement. A portion <br />of this area is located west of the Soo Line Railroad tracks to <br />Rice Street (3). The property is currently occupied by Midwest <br />Spring. The Midwest Spring company may be interested in <br />purchasing the small pieces of property to the west and south of <br />their actual parcel. The company's plans to expand their <br />existing, high quality development should be encouraged, and will <br />fit well within the I -P district standards. This is an exception <br />to the otherwise commercial use of Rice Street property. <br />The area just south of Midwest Spring is a portion of the Bingo <br />and Johnson Rice Street Complex properties (2). A trucking <br />business and an industry are currently located on this site. An <br />I P zoning designation is proposed for this area, with the idea <br />that redevelopment may bring a higher quality development or use <br />in the future. <br />The area proposed as I -P, between the Soo Line Railroad tracks <br />and the Water Department easement, encompasses a portion of the <br />existing Yorkton Development (4). The development fits well <br />within the I -P District, due to its high standard of quality and <br />any similar, further development would be encouraged within the <br />I -P District. <br />The second area proposed for an I -P zoning designation lies <br />between the Water Department easement and the proposed P and I -1 <br />districts along the eastern study area boundary. The portion of <br />this area lying south of Owasso Boulevard South (5), encompasses <br />the most recently developed phase of the Yorkton Development. <br />This area is proposed as an I -P zone for the same reason as the <br />other portion of the Yorkton Development (the high quality <br />development fits well in an I -P zone). <br />The remaining portion of this area, lying north of Owasso <br />Boulevard South (6), contains a mobile home park, a landscape <br />supply company, and vacant land. It is anticipated that by <br />rezoning this property to I -P, higher quality development will <br />be achieved through new development, and in the case of existing <br />land uses, during periods of redevelopment. The rezoning from I- <br />1 to I -P in this area should not affect the current uses. <br />Page 59 <br />
