10. Adequate off - street loading space shall be provided for semi - trailer truck transports which does not conflict with internal or external site circulation. Compliance with Section 903.060 is required. 11. The number of parking stalls shall be determined according to the standards imposed upon retail and service establishments and be in compliance with Section 903.050 of this Ordinance, plus other provisions as may be applicable. 12. An internal site pedestrian circulation system shall be defined and appropriate provisions made to protect such areas from encroachments by parked cars or moving vehicles. 13. All signing and informational or visual communication devices shall be minimized and shall be in compliance with Section 903.110 of this Ordinance. A signing plan shall be submitted and shall be processed in conjunction with the application for conditional use permit. 14. Provisions as determined as necessary by the City Council are made to control and reduce noise. 15. No outside storage except as allowed in compliance with Section 911 .040, D. of this Ordinance. An enclosed screened area is to be provided for rubbish containers and dumpsters. 16. All conditions pertaining to a specific site are subject to change when the Council, upon investigation in relation to a formal request, finds that the general welfare and public better- ment can be served as well or better by modifying the conditions. 17. The provisions of Section 921.010, C. of this Ordinance are considered and satisfactorily met. *D. Retail sales combined with related commercial printing facilities, provided that: 1. Noise does not exceed standards as established by the City Code and does not infringe upon neighboring properties. 2. No outside storage occurs on the site. 3. Adequate space is provided for loading facilities which do not disrupt parking or access circulation. 4. Signing for the two activities is in compliance with the limitations of the provisions of this Ordinance. 5. The provisions of Section 921 .010, C. of this Ordinance are satisfactorily met. * *E. Rehabilitation Centers 1. All rehabilitation centers must have an active license from the Minnesota Department of Welfare 2. No overnight facilities are provided for the patron served. Patrons are delivered and removed daily. 3. Adequate off - street parking and access is provided in compliance with Section 903.050 of this Ordinance. 4. The site and related parking and service shall be served by an arterial or collector street of sufficient capacity to accommodate the traffic which will be generated. 5 All signing and informational or visual communication devices shall be in compliance with Section 903.110 of this Ordinance. 6. The maximum number of physically and mentally handicapped adult clients to be served shall be limited to one hundred twenty (120). 7.
