10. Adequate off - street loading space shall be provided for semi - trailer truck transports which does <br />not conflict with internal or external site circulation. Compliance with Section 903.060 is <br />required. <br />11. The number of parking stalls shall be determined according to the standards imposed upon <br />retail and service establishments and be in compliance with Section 903.050 of this Ordinance, <br />plus other provisions as may be applicable. <br />12. An internal site pedestrian circulation system shall be defined and appropriate provisions made to <br />protect such areas from encroachments by parked cars or moving vehicles. <br />13. All signing and informational or visual communication devices shall be minimized and shall be <br />in compliance with Section 903.110 of this Ordinance. A signing plan shall be submitted and <br />shall be processed in conjunction with the application for conditional use permit. <br />14. Provisions as determined as necessary by the City Council are made to control and reduce noise. <br />15. No outside storage except as allowed in compliance with Section 911 .040, D. of this Ordinance. <br />An enclosed screened area is to be provided for rubbish containers and dumpsters. <br />16. All conditions pertaining to a specific site are subject to change when the Council, upon <br />investigation in relation to a formal request, finds that the general welfare and public better- <br />ment can be served as well or better by modifying the conditions. <br />17. The provisions of Section 921.010, C. of this Ordinance are considered and satisfactorily met. <br />*D. Retail sales combined with related commercial printing facilities, provided that: <br />1. Noise does not exceed standards as established by the City Code and does not infringe upon <br />neighboring properties. <br />2. No outside storage occurs on the site. <br />3. Adequate space is provided for loading facilities which do not disrupt parking or access <br />circulation. <br />4. Signing for the two activities is in compliance with the limitations of the provisions of this <br />Ordinance. <br />5. The provisions of Section 921 .010, C. of this Ordinance are satisfactorily met. <br />* *E. <br />Rehabilitation Centers <br />1. All rehabilitation centers must have an active license from the Minnesota Department of <br />Welfare <br />2. No overnight facilities are provided for the patron served. Patrons are delivered and <br />removed daily. <br />3. Adequate off - street parking and access is provided in compliance with Section 903.050 of <br />this Ordinance. <br />4. The site and related parking and service shall be served by an arterial or collector street of <br />sufficient capacity to accommodate the traffic which will be generated. <br />5 All signing and informational or visual communication devices shall be in compliance with <br />Section 903.110 of this Ordinance. <br />6. The maximum number of physically and mentally handicapped adult clients to be served <br />shall be limited to one hundred twenty (120). <br />7.
