the status of the soils has been determined, building types and <br />construction materials appropriate for this area of Little Canada <br />may be made. <br />Alternative #2. As this report has shown, there is the potential <br />for many problems with the proposal to move Country Drive to the <br />west onto the Condit Street alignment. As such, the City may <br />wish to consider other alternatives for redevelopment in this <br />portion of Little Canada. <br />One possibility that our office has noted is that of using the <br />existing alignment of Country Drive while regrading the land <br />between Condit Street and I -35E. This would involve the property <br />between the water works right -of -way and the apartment complex <br />lying east of Condit Street. The alternative of keeping Country <br />Drive in its existing alignment presents the City with a proposal <br />for redeveloping this area of the City while lessening the <br />potentially negative impacts of the realignment plan. <br />One point of difference between the development of the two street <br />alignments is that less additional right -of -way would have to be <br />acquired by keeping the alignment of Country Drive in its present <br />location. This includes the required right -of -way north of <br />Owasso Boulevard and the additional right -of -way adjoining Condit <br />Street. The first concept plan required an additional land area <br />of approximately 2.6 acres whereas any street right -of -way needed <br />with the second alternative would be within the redevelopment <br />area. It is estimated that acquiring the additional right -of -way <br />would have cost approximately $50,000. This is in turn a cost <br />savings which could be applied to other project costs. <br />Another benefit of keeping Country Drive in its present location <br />is that the existing residential land uses in the area will not <br />have the truck traffic passing near their property. The <br />alternative plan will keep the commercial and industrial traffic <br />from the Industrial Park away from the residences as the new <br />commercial sites would face east and have street access from <br />Country Drive. Thus the amount of traffic on Condit Street <br />should not increase measurably with the redevelopment plan. <br />In addition to not increasing the truck traffic along Condit <br />Street, the plan to keep Country Drive in its present location <br />will allow Best Auto Repair, Suburban Auto Body, the Quebec <br />Apartments and the three single family homes near the St. Paul <br />Waterworks right -of -way to maintain their present street access <br />points. This in turn would appear to be less disruptive to these <br />properties than the first alternative if and when redevelopment <br />occurs in this area of Little Canada. <br />As was noted earlier in the study of redevelopment in this <br />portion of the City, architectural compatibility and building <br />types in the area of Owasso Boulevard and Country Drive are <br />concerns which need to be considered when discussing <br />redevelopment in this area of Little Canada. <br />Page 28 <br />
