Weavers <br />789 Carla Lane <br />Little Canada, MN 55109 <br />October 7, 1988 <br />Mayor Michael Fahey <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117 <br />Dear Mayor Fahey: <br />The costs for the repair of Carla Lane has been like a roller <br />coaster ride. <br />* At the August 10th Council meeting the engineer estimated <br />about 51,100 /lot. <br />* A September 16th new paper article implied that there would <br />be no cost. <br />* Carley's letter of September 28th to the Council says the <br />bid results indicate the cost to be $1,500 /lot (36% higher <br />than the original estimate). <br />* Joe Chlebeck's letter of October 5th says that the bid <br />really wasn't a bid and, presumably because of overruns, <br />the cost will be $2,000 /lot (another 45% higher than the <br />original). <br />Mr. Mayor, I'm confused. What will we be paying? <br />Is Joe Chlebeck's anticipation of a large cost overrun typical <br />for a Little Canada project? Why is not the 'bid' a real bid - <br />one which the contractor is held to? I am nervous that a time <br />and material contract like this could balloon into $3,000 /lot. <br />How does Little Canada 'police' such a contract? <br />Also I see that there is $10,245 on top of the $27,326 'bid' <br />(or 37 %) for fiscal, administrative, engineer and interest. <br />Is this realistic /normal? For example, it seems to me that <br />the Engineer was out to lunch in his August 10th estimates. <br />Therefore is his work really worth 84,918 (or 18 %) on this <br />project? <br />I guess I have been a little vocal on this project. But I think <br />many /most residents have concerns which need to be addressed. <br />I look forward to your response prior to construction.
