MINUTES <br />Planning Commission <br />August 11, 1988 <br />Economic <br />Development <br />Committee <br />& Country <br />Drive <br />Signs <br />Schweizer recommended to the Council that the Gardner Bros. and Larry <br />Lee development projects as discussed this evening are in conformance <br />with the City's Comprehensive Plan. <br />Motion seconded by Pope. <br />Motion carried 5 - 0. <br />DeLonais reported that Wednesday morning a meeting of the Economic <br />Development Committee was held at which the Committee recommended that <br />the location of Country Drive remain approximately where it is. The <br />Committee also recommended that the City Engineer look at Country Drive <br />and Condit and determine how low these road could go. Another recommendation <br />is that estimates be obtained for feasibility reports on the marketability_ <br />of the Country Drive and Rice Street areas. <br />The Planner reported that he would send the Planning Commission members <br />copies of his Country Drive report. <br />Costa pointed out that some of the property owners in the area of Country <br />Drive may not want to sell. <br />The Planner replied that the City is obtaining the feasibility information <br />at this time and will then find out how many of the property owners are <br />interested in selling. <br />Costa asked how the homes would be purchased. <br />The Planner explained that, hopefully, the project that would be developed <br />in this area would be a TIF project and would be large enough to provide <br />money under TIF for purchase of the homes and relocation expenses for the <br />residents. <br />Davison stated that his concern is that the property owners would be forced <br />from their homes. <br />The Planner pointed out that the Council's traditional stance has been to <br />not condemn. Property owners would be offered a fair price for their <br />property, plus State Law requires relocation assistance. <br />DeLonais pointed out that at least half the property owners have their <br />property up for sale. <br />DeLonais asked the difference between a sign and a billboard. <br />The Planner replied that a business sign is a sign located on the same <br />property as the business. An advertising sign or billboard is located <br />on property other than the business location and is used to advertise <br />a product that has nothing to do with the location of the sign. <br />Page 8 <br />
