northwest associated consultants, inc. <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Mike Ridley /Steve Grittman <br />DATE: August 8, 1988 <br />RE: Little Canada - Fina Sign Variance <br />PILE NO: 758.09 - 88.04 <br />EXECUTIVE SUMMARY <br />Proposal: <br />Fina Oil and Chemical Company has submitted a variance <br />application to install a standard trade -mark pylon sign at 2240 <br />Rice Street. A variance is required because the pylon sign is <br />proposed to be 30 feet tall, the Ordinance allows a maximum <br />height of 16 feet. Therefore a 14 foot variance from the Sign <br />Ordinance is being sought. <br />Recommendation: <br />According to variance criteria established to assist the City in <br />making judgments regarding variance requests, we find no <br />justification for granting this variance. However, City action <br />allowing the continuation of a non - conforming sign for Unocal 76 <br />may have set a precedent the City must acknowledge. <br />Based on information contained in this report, we find this to <br />be a policy decision on the City's part and we will not make a <br />recommendation. <br />Should the City choose to allow this variance, rationale must be <br />provided to substantiate the decision. Possible reasons may be <br />1). Existing sign is in a state of disrepair; 2). The proposed <br />sign will have principal exposure to Highway 36; and 3).
