the process isn't finished. Little Canada requested <br />certification of the Thunder Bay project in March. Mr. Anderson <br />maintains that they have yet to determine the actual adjustment <br />factor for the district yet. Therefore, a community would have <br />to hold up a project for at least five to six months in this <br />case after certification before they could confidently proceed. <br />It is certainly an effective way to kill projects, if the County <br />actually has authority to hold projects up like this. <br />Mr. Anderson maintains that economic adjustment factors are never <br />determined prior to district certification. Obviously, up to <br />five months after certification too. <br />I suggested that we wait until Mr. Ward arrives back from <br />vacation, to gain his input. I said we should have a meeting at <br />that time (week of 15th - 19th). <br />Mr. Anderson's memo of July 2, 1987 states a 1.013 adjustment <br />factor would be used.
