Little Canada City Council <br />May 15, 1988 <br />Page 3 <br />Champlin - a consortium of haulers (Champlin Refuse, Inc.) <br />$ 9.65 /container (provided by hauler) <br />.26 compostables <br />.51 recyclables <br />administration costs <br />$10.80 /month <br />Champlin bills its residents on their water bills. It <br />receives the full amount of money gained from selling the <br />recyclables collected. The haulers are simply assured a <br />6.8% profit. The same system would work with only one <br />hauler. Little Canada haulers have expressed a negative <br />attitude about working in a consortium. They would rather <br />bid the City in whole or in part, and bill customers <br />themselves. <br />St. Louis Park - single hauler - volume based - 4 -tier rate <br />structure encourages composting and recycling. <br />$ 8.80 non - recycler with no lawn materials <br />11.80 non - recycler with lawn materials <br />6.60 recycler with no lawn materials <br />9.60 recycler with lawn materials <br />The above examples show clearly that Little Canada could pay for <br />curbside recycling, offer pickup of yard waste in season, better <br />meet abatement goals, and save money for residents by going to an <br />organized collection system. Keep in mind that our present <br />curbside program is only once a month and the organized system <br />could offer weekly or bi- weekly pickup. With organized collection <br />the following options are available: <br />1. Put entire City out to bids from haulers. Contract could <br />include weekly refuse, recyclable and compostable <br />collection (during growing season). <br />a. 2 -tier rate structure. One charge for regular <br />collection or 90 gal., and another lower charge for <br />removing recyclables and yard waste. This encourages <br />recycling in an indirect way. <br />b. 4 -tier rate structure. See St. Louis Park example. <br />2. Divide the City into six sections each roughly covering <br />the same number of stops each hauler now has. In this <br />case the City would set the fee structure according to an <br />average of the bids or a reasonable profit margin for the <br />haulers would be calculated. <br />a. Haulers would all need to provide equipment for <br />collecting recyclables and compostables to be <br />eligible. <br />b. Recyclables could be contracted separately as we are <br />now doing, but costs would be increased and compost <br />pickup may not be feasible. <br />Page 36 <br />
