MEMORANDUM <br />northwest Pssoci8ted consultants, Inc. <br />TO: Joe Chlebeck <br />FROM: Stephen Grittman <br />DATE: 5 May 1988 <br />RE: Little Canada - R &S Auto Salvage Expansion Proposal <br />FILE NO: 758.09 - 88.30 <br />JohnPalacio has forwarded building plans for a proposed expansion to one of the <br />two buildings on the R &S Automotive property on Woodlyn Avenue. Our office has <br />reviewed this proposal as well as past file information relating to this area. <br />As a result of this review, we have found the following: <br />o There are two existing buildings on the property. R &S Automotive owns the <br />lot and both buildings and uses one as its place of business. R &S leases <br />the other to Meyer Enterprises. <br />o It is the Meyer Enterprises building which is proposed to be expanded. <br />o The Little Canada Zoning Ordinance states that only one principal building <br />may be permitted on a lot. As a result, the lot is non - conforming in this <br />respect. <br />o In November of 1984, the City Council passed Ordinance No. 243 which deleted <br />auto salvage as an allowed use in the City. As a result, the auto salvage <br />is a legal non - conforming use, "grandfathered" in. <br />o The Zoning Ordinance prohibits expansion or intensification of non- <br />conforming uses. Such uses, parcels, or buildings may only be changed to <br />lessen the non - conformity. <br />The proposed building expansion would not comply with the above requirements. <br />One possible way in which the request could be accommodated would be to require <br />that a lot split be done which separates the two buildings, as well as sub- <br />stantially reduces the amount of auto salvage operation on the site.
