MINUTES <br />Planning Commission <br />June 9, 1988 <br />Boosalis <br />Proposal <br />(Cont.) <br />The City Planner outlined the numerous meetings and workshop which were <br />held with the Iona Lane residents and the fact that the plan before <br />the Commission is a result of those meetings. <br />Boosalis pointed out that the Planning Commission recommended a development <br />plan be put together for the property to the east, to which the City Council <br />agreed, and the plan before the Commission this evening is a result of <br />many meetings and redrawings. Boosalis felt the City Council was <br />comfortable with this plan. Boosalis reported that the parcel he is <br />requesting be rezoned to R -1 is the only one of the 4 B -3 parcels on <br />Council Road C which he controls. <br />DeLonais asked the effect of the commercial development on the Townsley <br />property. <br />Boosalis showed a cross - section of the area showing the Townsley <br />property and the proposed shopping center. Boosalis described the <br />50 foot setback proposed and the Council requirement for a fence <br />at the 25 foot mark of the setback with requirement for planting <br />of pine trees. Boosalis also reported that there would be a 3 to 4 <br />foot high berm on the south side of the fence. Pine trees would be <br />planted on top of the berm. <br />Boosalis reported that the Iona Lane residents are happy with the <br />residential development proposed. <br />The City Planner agreed that Iona Lane was satisfied with the exception <br />of Mr. Townsley who would prefer no development of the property. <br />The Planner stated that the only way a reasonable single - family <br />neighborhood will develop along the proposed new street is to have <br />the property along the street single - family. However, the City Attorney <br />is of the opinion that the issues need to be investigated before action <br />is taken to rezone the B -3 properties not under the control of Boosalis. <br />The Planner stated that he is encouraging the Commission to rezone the <br />back portion of the B -3 lot Boosalis owns to R -1 since this will start <br />to implement the residential plan that has been developed for the <br />area. However, the Planner felt it more prudent to wait to act on the <br />rezoning of the other 3 B -3 properties. <br />Davison stated that he was not willing to say that the B -3 properties <br />could not have access to the proposed road. <br />The City Planner reported that the City has not determined how the road <br />will be paid for, and it may be possible that there will be no need to <br />assess for the road. If the B -3 properties are not assessed, the City <br />can deny access, but this doesn't accomplish the City's goal because <br />there will be B -3 property adjacent to a residential street. The Planner <br />reported that the City wants R -1 property abutting the street and it is <br />the City who is requiring the street. <br />Page 8 <br />
